ok im not sure if there is a better way to handle a situation most of us get into, but this is what i do, if im in a game and someone pms me, wanna be in an alliance and i dont know yet, i dont answer them. dont wanna say no but cant say yes. so its the best way for me

thats why you never ask for an alliance right away, you just chat :)
then after laying the ground work, you can ask for an alliance or just move on lol
