Former Federal Agent Phillip Sheppard originally appeared on Survivor: Redemption Island and was the “founder” of the Stealth R Us, Inc. alliance that led Ometepe to Pagong the Zapatera tribe, allowing Phillip’s side to make it to the end. Because of his craziness, he was the perfect goat for Rob to take to the final 3 to finally get his win, with Phillip becoming the runner-up. Phillip was brought back as a Favorite for Survivor: Caramoan – Fans vs. Favorites 2, where he finished where he left off and started Stealth R Us 2.0, where he resumed his role as the specialist and took what Rob taught him to play more strategically, although he was voted off day 28 and became a member of the jury.
SURVIVOR: REDEMPTION ISLAND | OMETEPE TRIBE >> MURLONIO TRIBE
• Placement: Runner-up out of 18 | Challenge Wins: 4 | Votes Against: 17 | Days Lasted: 39
• Right off the bat, Phillip rubbed his tribe mates the wrong way and he immediately found himself on the outs; he was approached by fellow outsiders Kristina and Francesca for an alliance and they planned on taking out one of Rob’s alliance
• At the first tribal council, Phillip turned on his short-lived allies, mispronouncing Francesca’s name multiple times, revealing to all that Kristina had an Idol
• In a confessional, Phillip revealed that being out-there and annoying was his strategy to get others to want to take him to final 3
• Phillip approached Rob and told him he owned his vote and that he was a loyal soldier; Rob agreed and brought Phillip into his alliance, replacing Matt whom he blindsided
• Under Rob’s leadership and Ometepe’s winning streak, Phillip easily made the merge
• The Zapateras were openly annoyed by Phillip and tried on multiple occaisons to get his tribe mates to vote him out
• Phillip snapped at Steve who called him “crazy”, which Phillip thought was a code word for the N word, which led to the other Zapateras defending Steve
• In an act of revenge, Julie stole Phillip’s shorts, only to be voted out herself; Phillip somehow later found them under a rock
• One by one the Zapateras were eliminated, leaving Stealth R Us to turn on one another
• When Andrea plotted to take out Phillip, Rob turned the tables and convince the tribe to vote out Andrea herself instead
• One by one, the bigger threats of Ometepe, minus Rob, were taken out, leaving Rob, Natalie, and Phillip to be in the final 3
• The jury were vocally annoyed at Phillip and questioned his antics and the way he played the game; in the end, he also won Ralph’s vote by kissing his ass, allowing him to place second above Natalie, whom were both beat in a landslide by Rob
• Phillip was the oldest person in both his seasons and he became the third “oldest contestant of the season” to make the Final Tribe Council (after Kim Johnson and Lillian Morris; Phillip himself was followed by Carolyn Rivera – all four finished 2nd place)
• Phillip was the only Ometepe who didn’t win an Individual Challenge
• Due to the skepticism, a federal agent appeared at the live reunion and confirmed that Phillip was indeed a federal agent
• Phillip had 17 votes against him, the most of any castaway in a single season, beating Jonathan Penner’s old record of 15 – his record would be tied the following season by Ozzy Lusth and later broke by Laura Morett in Blood vs. Water with 19; he still holds the record for a finalist and did share the record for first time players with Baylor Wilson (SJDS) until Jenn Brown broke it in Worlds Apart with 18 votes

SURVIVOR: CARAMOAN – FANS VS. FAVORITES | BIKAL TRIBE >> ENIL EDAM TRIBE
• Placement: 10th out of 20 | Challenge Wins: 7 | Votes Against: 5 | Days Lasted: 28
• Phillip was one of 10 favorites to return to the game for Survivor: Caramoan and he was the only former finalist to compete
• Phillip based his strategies off of what he learned from Rob and immediately formed Stealth R Us 2.0, along with former member Andrea Boehlke, Dawn Meehan, Malcom Freberg, John Cochran, and Corinne Kaplan
• Although he had already buried the hatchet with former rival Francesca, he quickly campaigned for her to be voted out first… again, for being a potential strategic threat
• Phillip and Brandon would clash frequently, reaching it’s breaking point when Brandon dumped Bikal’s rice and beans before a challenge, calling Phillip the biggest bully he’d ever seen; the tribe ended up forfeiting the challenge to eliminate Brandon, and he made fun of Phillip as he was being voted out unanimously
• A tribe swap occurred, and Malcolm and Andrea were sent to Gota, while three fans joined the Bikal tribe
• Although concerned with Corinne’s blossoming friendship with Michael, he was spared and Phillip made the merge, but when Dawn revealed a counter alliance consisting of Eddie, Malcolm, Corinne, Reynold, and Michael, Phillip helped orchestrate Corinne’s blindside due to her apparent betrayal
• Stealth R Us targeted the strong men on the outs (Eddie, Malcolm, Reynold) but switched their target to Michael to ease Andrea’s paranoia of being voted out herself
• After Michael’s exit, Phillip’s alliance had a 7-3 advantage over the counter-allaicne, and at the final 10 immunity challenge, Phillip became the first person to voluntarily give up immunity (without a bribe) because he didn’t want to be underwater
• With their target Reynold winning immunity and Malcolm possessing 2 Hidden Immunity Idols, Phillip’s side was screwed when Malcolm pulled out and used his Idols on himself and Eddie, helping his entire alliance safe, ruining Phillip’s sides plan of splitting the vote- Phillip became the 10th person voted out as a result of the Idols being played in a 4-0 vote
• At Final Tribal Council, Phillip revoked Sherri’s membership into Stealth R Us for her coattail riding and he criticized Dawn for being a crybaby and disruptive at camp; he voted for Cochran for playing a strategic game
• After the show, Phillip published a book called “The Specialist: The Costa Rica Job” with a foreword written by Nicaragua castaway Holly Hoffman; he released a second book called “Legends of Things Past”
