i can understand when you say "i sent her the dress sewn to her house" bc its a sentence that can be equivalent to "i sent her the dress that was sewn to her house"

but WHY is it Notary Public and not Public Notary?
isnt it adjective first and subject second?

Notary Public is the official title name, so it's.not being used as an adjective but moreso a proper name.
