Bidding on multiple shops?

I don't get it.. when someone says "bid 500 on 90 shops today". That means they bid 500 T's on 90 seperate shops that cost 10 T's per shop? Can someone explain? This confuses me.. Also whats the point of bidding on multiple shops? Why don't you just bid all the T's on one?

They bought 90 shops.
900 T$.
They may be T$ rich and also had 500 extra T$.
They put 500T$ on all their shops.
They didn't have to PAY 500 for all their shops, but when day change comes if one makes it they lose 500T$.
