I would have one, even though I'm not affected by it: microstates have a 1 million views limit for a borrowing song, or even if it is a song coming from exactly the country we talk about?

They can use any song from the borrowing country with no more of 1 million views.

For example Andorra can borrow any song from Spain as long as the songs dont have more than 1 million views.

I got that, but what if Andorra uses an Andorran song. Than, it has the right to use one with 25 million views, right?

Oh, then the rule doesn't apply to Microstates, but honestly I doubt that their own songs get more than 25 million views.

New Rules

-New warning system

After several editions considering and restructuring a new penalization process, it has been concluded that a new system was needed to make things clearer.

For this reason, to all those who do not comply with the rules or any of the tasks of each country such as confirming the country, submiting a song, voting in both semifinals or in the final, attempt or act of cheating, presenting covers or suspicious songs of not following the rules after the deadline or any other suspicion of doing something unusual, a penalty or warning will be given. After three accumulated warnings, the users will lose their country and will be banned from the contest and will again have to apply for the draws of the free countries. The permanent ban will be for those who cheat so they will never be able to return to the contest.

-Introduction of the Rest of the World voting

After verifying that there are many users that vote as substitutes or juries in case a country does not vote on time or for any other reason, many of those votes are not used most of the time and it has been concluded that those votes of the juries can be used as a new vote that will count as Rest of the World. Anyone who doesn't participate in the contest can vote. And this vote will be counted as long as there are votes, in both semifinals and in the final.

New Rule

Connection between Montenegro and Serbia

After a long consensus during several editions, and the good relationships between the countries in the same situation, the council has approved to let Montenegro to borrow songs and artists from its neighbouring country Serbia once every three editions. This is the same situation where Cyprus and Greece and Moldova and Romania have been borrowing from each other for several years.

This decision has been approved due to the low musical industry from the small Balkan country, who had to struggle many times to send a proper entry every edition. It is well known that there is a strong historic, social and cultural connection between this two countries and many of the singers from them are also really famous in both countries. For this reason the council decided to take this small step in favour of  Montenegro. We are aware that there is a good relationship between the mentioned countries who already borrow songs and artists, so this is another reason to keep this new rule on going. Of course, it will be mandatory for Montenegro to ask for permission to Serbia before using any Serbian artist.

The theme of ESCT40 will be NEW ARTISTS!

After several internal discussions for some months, the council has decided the theme of ESCT40, and the choosen one is "New artists". What does it mean? All the participants for ESCT40 must not have participated previously in any edition of ESCT for any country. Artists who participated in some National Finals but never won are also eligible to participate in the contest; as well as the artists who competed in the Second Chance Contest as long as they didn't officially participate in ESCT.

If an artist participated in ESCT as part of a band, group or duo, the council will discuss its participation or not taking into consideration several factors. The rest of rules will apply as always. There's enough time to start looking for new and original artists or songs because ESCT40 will start very soon and every delegation will be informed when the deadline to send your entries for approval is open.
