Monaca Towa, Li'l Ultimate Homeroom.
So, Monaca was truly the one controlling Gekkogahara, so I feel like she should get a spot herself, if we're discussing the DR3 anime. I'm not insanely well informed about Another Episode, but I know enough.
Monaca was always an interesting villain to me. The kids vs adults archetype is hard to pull off, but I feel that Monaca was really smart. However, one thing that bothered me was the portrayal in the anime. Monaca literally just gives up the second Komaru and Toko run into her, and flies off into space. This end for her is just...so weird? It just really didn't need to be there at all and the ending was really impractical.
However, controlling Miaya during the game was really smart and interesting to watch. It totally got me, and I should've paid more attention to the fact that this random girl is following MAKOTO. Of course Monaca would want to keep tabs on the Ultimate Hope. She wanted to make another Junko out of Komaru, which I think is really an interesting choice. As a villain, she's quite developed. As a character, can't really stand her because of how annoying she is sometimes, but oh well.

Favorite Moment: The reveal during the anime when we see who is behind Miaya. It's so cool, to me at least.
