if someone posts for 1T$ design. When they post an item it will spawn in shops between 0 and 8 hours. If you want to buy when it spawns you can. If you want to gift someone you have to wait an additional 3 hours for the gift button to be functional.
Basically you can't gift people anymore or have gift shops.

The way I understood, it will be available for public to buy it first and if its not bought for TIME TO GIFT time, then you can gift it?

basically time to buy is like. once a shop owner decides to post a design, the design will show up within that time frame

so for example: they upload for 1T$. that design will show up in the shop at a random time within the next 8 hours.

but if they upload for 400T$, the design is uploading instantly.

Time to gift means how long after the design shows up in shops that a person needs to wait before it can be gifted
