It's not the same obviously, but it comes from the same redistributory worldview. Welfare also demands that the state determines your earnings on the basis of your apparent need rather than your ability.
Communism - The state determines both your ability and need.
Capitalism - One determines their own ability and uses that ability to provide for their own need.
Welfare in a capitalist system - The state determines one's need and takes away from those with high ability to give to those with high need.
You can think it's a good idea, but don't insult those who are worried that having redistributory programs in the US could be a slippery slope towards socialism or communism.
