He can only use it before a ceremony. So if he doesn't use it before the nom ceremony and go up, he has to win veto to take himself off or else he's stuck there

If he doesn't use it at the nomination ceremony & he still goes up then he can't use it at the veto meeting

No once he's nominated he will not be able to use it.

If he doesn't sit in the cloud and gets nommed initially, he can't save himself with the power

He can use it at any nomination ceremony or veto ceremony but once he's nommed he cannot use it to remove himself. Has to be played BEFORE he goes up
