if they stay broken up i wouldnt consider it cheating since the relationship has prob been over for awhile emotionally..... if she takes him back // they stay together then yes
She cheated! I feel like it's a minor cheat and could be worked if they both love each other, although the fact she wanted to kiss another guy indicates she's emotionally and romantically over her boyfriend.
