I do feel like I'm a rejected one very ofter. I remember this one time when McBenjamin told me that he was gifting me but never did.
There might be reasons to that...
1) Noobs are friends with ... noobs
- There is a myth that most people who just stated on this site will never be able to be a close friend with a TV level. Did you already saw it? Nope. Me neither. However, I remember my first casting and Jenii_Valenta was in that and I was trying to get nice to her and actually be my friend. Later, I realized that she used me for design plussing. Average high level people use noobs for design or blog plussing, that's all. They are regardless on you after all. There might be some exception, like Thirteen , but we all know that he is #MakeThemDieSlowly.
2) A noob can't go after a high level.
- Let's face it. They are more powerful than you, make charities, and obviously gift each other. If one of them betrayed you in a fasting or frookies, and you treat him after, you're dead here. 3) Noobs doesn't have enought money to gift back.
- That's true! I gift you, gift me! That's kinda the principal rule. Except if you buy some Ts, you can't gift people, which means that your popularity is in danger, eventually...
4) Noobs aren't afraid to make big moves on designed people.
- Let's clarify something here. Just because a noob targeted you doesn't actually mean that it is because of your designed avatar! It is just because you are not useful, do not talk to them, or you are everybody's target! So, if a noob targets you, it's an easy excuse to say "It's because I have designs right?". -_- . Yes bitch it is then...
5) If a noob does not do something extraordinary to them, you will never receive a gift.
- Don't waste you time asking, you'll never receive it. Well, even if you do something to them that might help them, you won't either. Even if he promised you, you won't.
I know of some really nice upper levels- you gotta remember, these are people, as little as you care about what color you are, they care even less! They don't judge what color level you are, just what kind of person you are. examples that come to mind are:

We also do not have T's to gift every second of the day. I can not speak for everyone but I currently have about 50T so gifting is not something I can do at this moment, but I am inclined to gift those who are nice to me.
