Yes, Kolby will be voting at this tribal. But not JUST Kolby.

All of the previously voted out people will cast a vote, and the person that receives the majority of THOSE votes will get a vote against them. So Kolby, Garrett, Kyle, Renny, James, Phil, AND Gamo will all be voting, but it will only count as one vote.
