because for some reason the algo considers veto being used on you a positive thing just like checks and not just a mechanic to keep you safe. It can sometimes cause outcomes like this. What's supposed to happen is the veto holder reveals they have veto and the honor code is that they get 1's from the 2 voters and veto is just not played
