Well to answer my own question after dealing this this annoying commissioner.

Always ask for the payment up front.

Don't start working on the piece tell they have paid you.

Make sure to ask more question to your commissioner so you are both on the same page.

You have the right to say no and remove there piece if they are not going to pay out.

Be more clear in what you can and can not draw
