It has been illegal in the USA since the SIXTIES to pay a woman conisderably lower than a man for the same job. That statistic is only relative of the AVERAGE gendered income which is higher for men as they choose to work higher risk jobs, have higher on the job death rates, work longer hours, and work in different higher paying fields which pay higher that they CHOOSE to go in. So it's expected men will earn more than women on average in the US for those reasons
