Why does it merge at 10?  Why not get a winner?  Like, they could still get 10T and 10K but have a bigger reward of sole survivor.

Yes true, but that is going to be on zwooper. And the idea of merging with your tribe is so that you can continue to win ts and karma against other tribes.
