Do they take the urn back and reorder the votes so that the person who played the idol will get all the votes first, or is it just done by editors.

Several contestants have spoken about this before. They all say that Tribal Council usually lasts a good 3 or so hours. And that a lot of it, is them sitting there waiting on production to alter the vote order in the urn, in order to make for good tv.
Jeff has the votes placed in the urn such that he can tell which ones are which. So he has different orders he can use depending on whether an idol gets played or not.
My assumption is that they take them back, put them in an order (for example - all person 1's votes, then all person 2's votes, and if needed person, 3, 4, etc.) then Jeff knows which vote is where so that if an idol is played he can adjust how he reads them accordingly.
what titanium162 said is correct. there are basically separate stacks in the urn (e.g. a stack of jenn votes, a stack of kelly votes, and one lone hali vote) and jeff can figure out which order to read them in once an idol is played. he doesn't reorder anything

Jeff would order the votes AAABBBCC and use somesort of divider to clearly distinguish which parchemnts have which name on it so if adam uses an idol.....jeff dosnt need to alter the order
