It is not just a renom rule, it is a rule about nominations in general.
In the rules it says you cannot tell someone you are going to nominate them. But this rule is broken all of the time, and only once, in BB12 was this enforced when Brendon told Britney he would nominate her, but they said he cannot because he told her, and she was immune for the week.
