It's under settings I think.

Prevents people from mailing you in games or out, and commenting on blogs.

it's under Settings. If you filter someone they can not mail you, pm you in games, or comment on your blogs. They can still talk to you via public chat in games, and plus/neg your blogs and your posts in games, but besides that, they can't talk to you. It's basically blocking.
