Honestly, it is hard because it is the first vote..so there isn't too much critereia except for inactives...

i would say that this twist might simply effect the game by letting the weakest or the strongest people take control of that tribe at the start and after a first couple of votes this game will go with the typical merge rules that everyone will focus on their individual game
