You are not relied to use a veto to save a pact member, just you cannot nominate them if you are Head of Household. You equally are able to evict a pact member if you choose to.
On the contrary, should a pact member be EVICTED, the remaining pact members are safe. Therefore you cannot just gang up on any one specific pact. This means that a maximum of two pacts each round will be immune each round. If you are in the pact who received immunity for a pact member being evicted, you are still eligible to win Head of Household the round after, meaning your pact would be the only immune pact.
Come the commencement of the jury stage, the pact with the most remaining members will be rewarded with the power of a double vote each, which can be used any time during the game, with the final round it being eligible is Final 6. Should any pacts have the same number of members, but it be the most, they would all qualify for an extra vote.
