ROUNDTABLE WARS

This is a different kind of group game. For those of you who have played Diplomacy or Risk, the game will feel familiar to you. The difference is that there is a discussion period where players (rulers) will discuss their moves with other players (rulers), and then submit orders which will take place all at the same time. Instead of rolling dice, the battles will be decided by other players (warlords) who will participate in head-to-head battles.

Rulers
- Socialize with other rulers.
- Enlist Warlords
- Submit orders to move their Warlords across the map
- Win by solo when conquering 18 supply centers, or agreeing to a 4, 3, or 2 person draw with other rulers.

Warlords
- Must be enlisted to a team by a ruler.
- Participates in battles on behalf of the armies.
- A maximum of 4 warlords per ruler.
- Move on map only according to the rulers orders.
- Counts wins on a "per battle" basis

The Map
- Beginning map (Spring, 1898) https://imgur.com/a/qStgfdA
- Warlords may only attempt to move into adjacent territories, and only when ordered by their ruler.
- Warlords may only support moves into adjacent territories, and only when those orders agree.
- Armies may move across land and water as if they were the same.
- Supply Centers are notated on the map as a circle within a circle.

The Orders
- MOVE: Attempt to move from one territory to an adjacent one. If the destination territory is occupied or contested, a battle will result.
- HOLD: Attempt to stay in position.
- SUPPORT: Attempt to assist an adjacent armies move into an adjacent territory, or attempt to assist an adjacent army to hold.
- RETREAT: If dislodged from a territory due to battle, armies will be ordered to retreat to an adjacent uncontested territory. If no retreat is possible, the army is destroyed.

The Seasons - Each year will have two seasons, broken down into phases.
- Spring: It is at the beginning of Spring that ownership of territories and supply centers/armies are calculated.
             - Gaining and Losing Units Phase: Each ruler may have as many armies as they have supply centers. During                    this phase, add or remove armies as needed.
             - Diplomatic Phase: Discuss your moves and intentions with other rulers. You may make deals, break them,                      lie, or any of the things you typically would do in a social game.
             - Order Writing Phase: Regardless of what has been discussed during the diplomatic phase, rulers may now                      submit orders for their warlords to follow.
             - Order Resolution Phase: The orders are now revealed, and any battles that result will take place during this                    phase. The warlords will participate in head-to-head competitions.
             - Retreat and Disbanding Phase: he battles have completed, and any armies which have been dislodged due                    to battle must retreat or be destroyed.

- Fall: Having your army on a territory in the fall does not mean you've captured it.

The basic game is that each ruler is attempting to capture supply centers. The amount of armies you have is directly based on how many supply centers the ruler owns. A ruler can win the game by owning 18 supply centers.

Since the game can continue even when two rulers each have 17 armies, I did not want to have people enlist 17 warlords. This would make the game unplayable for some people. Therefore I have decided that each ruler will have only 4 warlords, and after earning 4 armies, these warlords will perform double duty. After earning 5 armies, one of the 4 warlords will have to participate in battles on behalf of 2 armies. This will continue until all 4 warlords are doing battle on behalf of 4 armies each, and 1 will have to do battle for 5!

There are 7 rulers:

England (purple)
Spain (blue)
Germany (grey)
Austria (red)
Italy (green)
Turkey (yellow)
Russia (white)
