What's the routing? Delay reason? Is it controllable, uncontrollable? You can be in the margin to receive compensation (payout)

Jessie_ Tampa to Boston. The incoming flight from Boston was diverted to Orlando due to the heavy rain. I’m guessing that means it is uncontrollable.
