Big Twist to Make Big Brother Better

Give an outgoing HOH to compete in the next HOH Competition: But, if they don't win they go on the block as a 3rd nominee.

So we could have seen Frank, Cody, people that know they are on the outs compete again to save themselves and if it doesn't work out then they get an automatic spot in the POV Competition so they can't get backdoored.
