He was really smart and calculated, but played the game a little too hard. If you look back on everyone who has won Big Brother, most of them are really mellow and didn't play the game too hard during their time in the house. I think if Peter were a little more chill, he could have won the game. He made all the right moves up until trusting Emmett and not saving Topaz from the block was one of the worst game moves of the season. His alliance with Alec was smart and got him far into the game, he was funny and seems like an good-hearted person even though he claims he's not.
