I had to write an essay for school about a recent disiaster and how we could make it better. It is really tough so I thought I would ask if any of you have any ideas. I was writing on Haiti, but I changed to the Earthquake in Chile. Does anybody have any disaster recovery ideas on how to make things better in recovery or safer to prevent destruction in the future?

improve infrastructure (it is all over CNN about how unlike Haiti Chile didn't have buildings made to withstand earthquakes)
also: improved alert system (ie. how the Chilean navy didn't sound the earthquake sirens)
-have a plan for disseminating supplies
