It depends on what you mean by "Best"

My opinion of "Best" would have to be Sandra(Based on winning 2 times)

Now, if you want to talk about different aspects of the game

Social: Parvati, Yul, JT
Physical: JT, Ozzy, Colby
Strategy: Shockingly enough for you Russell haters, Russell Hantz.....and maybe Boston Rob

Overall, that question is the wrong way of asking it, just ask based on how they play, who has the best strategy in Survivor History.
