POV in Rookies

Ok...there seemed to be some debate in my rookies game about getting POV. Its my first clue so I have no idea...please everyone tell me what ya think!
Is POV given randomly to anyone algo chooses or is it based on activity like the HOH??

its on  activaty most acticve gets hoh 2nd or 3rd most active gets pov thats chossen randomly so its abitb of both
