Gigi Caldwell was seemingly in charge until her death.
Boone Clemens is one of the RDs until his death.
She is the female twin born in the bathtub.
After it being revealed to be the "female twin", these are the characters eliminated from being the killer:
Hester Ulrich - In the promo for next episode is attacked by the Red Devil (unless she hired someone else to attack them)

Zayday Williams - is a different skin tone to Sophia/Wes/Boone = wouldn't make sense

Cathy Munsch - older

Feather McCarthy - she is currently locked up
These are the characters currently eligble to be the killer:
Melanie Dorkus - the killer always wears the suit, even in front of her family (Boone/Gigi) = could she be the twin and ashamed of her appearance after her accident?
Chanel 4 - all we know is she supposedly died
Any male who has had a sex-change - possibility
After much thought, I don't think the killer is the female twin. I think Ryan planning on a huge surprise since the whole fandom seems to believe that the female twin is the killer.
Female twin - completely eliminates the majority of cast members and it won't be a shock to anyone since there is very little to guess from.
Melanie - would he really make someone who appeared in one scene the killer? No, it will disappoint massively.
Chanel 4 - a randomer wouldn't be good since the audience couldn't make a connection with the character/actor = would be a let down
Male who has had a sex-change - would he really do the whole transgender thing AFTER PLL? Highly doubt it.
So, this is what I think:
I think the killer could be basically anyone who is still on the show. I think the female twin has been kidnapped by the RD (who is posing in the costume infront of the twin's family = Boone/Gigi). I think Boone/Gigi think the other RD is Melanie (who they also think is hiding behind the costume because of her burnt skin) but in reality, it's someone else. This would have a huge shock on the audience. The RD has kidnapped Melanie (which is revealed when the RD brings her out in the finale) so that he/she can pose as her. Then, he/she decided to kill Boone/Gigi which would explain why the killer actually killed them because it doesn't make sense that someone would kill their twin brother and someone who took them in when they were a baby and brought them up.
Dodger (the twin) is going to be one of the next to die for sure
Chanel #5 will survive the attack
Gigi will die pretty soon (sadly, even though I love her)
AUSTIN (1/10 chance of winning) - People in the house believe he sucks at competitions and is only here now for Liz. The jury will not give the game to someone who is only interested in doing another houseguest in jury, that's even if he makes Final 2. I don't think people have respect for him either to give him the money since he practically cheated on his girlfriend.
BECKY (5/10 chance of winning) - I am going to go 50/50 on Becky. She's either going to float to power each week or become a big target on Vanessa's hit list. If she survives the DE, she may have a chance of winning if she makes some more strategist moves. However, if she makes F2...both her HOHs have flopped and her target hasn't gone home. Jury will see this as not being able to make a move without having the numbers.
JACKIE (6/10 chance of winning) - As much as I love Jackie, her social games isn't the best. Her first few weeks were a bit rocky...and maybe if she could pull out some more wins and make moves she could maybe win the game. However, I believe people don't think she has done much in the game and may not vote for her.
JAMES (8/10 chance of winning) - I haven't really seen James' been targeted massively by anyone. His moves are great, he is really good at competitions and his social game isn't too bad. He could win it all if he keeps it up.
JOHN (6/10 chance of winning) - People don't think he does much in the game, I couldn't imagine them voting for him. He is a huge target at the moment and won't last unless be wins more competitions. However, if he can manage to stay until F2 with so,e decent moves, me may end up winning.
JULIA (7/10) - I have barely seen Julia's name as a target. Her social game isn't amazing but if she pulls out some wins and makes some moves, maybe she could win. I have a feeling she would maybe backstab Austin and if she gets to the end and takes someone like Meg, she could win.
LIZ (5/10) - People realise that she is connected to both Austin and Julia, which makes her a target before Julia. She is decent at competitions and has an alright social game...I think if she played it that she was using Austin as a shield as a reason for her getting to the end, she may have a chance...we will see.
MEG (3/10) - God...I love Meg, but people know she sucks at competitions and hasn't really done much to help the other side but be a vote. Maybe if she turns into Beast Mode Meg and got to the end with Austin, she could win.
SHELLI (3/10) - I really think Shelli is a goner. I'm not counting her out yet though since things can change and if a juror returns, she has a high chance of getting back in. She has come close in many competitions and if she returns and makes it to the end, I think the jury would vote for her. With that being said, if she returns she is going to be a target straight of the bat, so if Shelli can survive that then....
STEVE (4/10) - I think the jury will think that Steve hasn't done much in the game or done anything strategically. We know he is throwing comps and playing decently, but the house don't. I don't think many people like him or would vote for him.
VANESSA (5/10) - As much as I want her gone, Vanessa is very good at talking her way out of situations. This has been proven this week. However, she is a massive target and it will stay that way until her demise. Unless she can win every competition she can without the other side getting power, Vanessa can kiss that cheque she doesn't need goodbye.
