"Stealing a star seat" even mean in terms of a frat... Just looking at the frat page and it confused me a little.

During the frat stars seat game a frat has the opportunity to send one of their frat members to stars automatically. A frat will start out with the seat and frats can "steal" the frat seat. The frat that has the seat whenever the game ends wins.
