why do dog owners not pick up their dog's pooh?

so i was out walking tonight with a friend. she stepped in a pile of dog pooh on the sidewalk. it just made me wonder why dog owners don't pick up their dog's pooh. honestly, if it's that much work to pick it up, then should you really have a dog?
