okay so:

When fessy won HoH, in his HoH room reveal he asked everybody

"so who was the 1 person to save rockstar?"

And brett and scottie both raised their hands.

So Fessy's logic rn is "I'm going to nominate both of you to figure out which one of you is lying"

But if we are being completely honest, his plan was to nominate the 2 people that cuddle with Haleigh. He is playing jealously right now.
