With the neighbors making that eerie speech about bee hives, it's crossed my mind that this cult could have a "Queen Bee" of sorts, hiding behind the scenes running the show.
The queen bee is kept inside the hive at all times for protection. Remember that mysterious door we saw in Kai and Winters house during episode one? I believe that this yet to be seen room is going to be where the cults leader is kept.
In a hive, the queen is the only sexually mature female, so she is the only one producing baby bees, but there's often another or a couple of other female bees basically on standby to become the queen in the event of her death, though they don't produce baby bees while waiting in the wings.
I think that our queen bee is going to be revealed to be Kai and Winters mother. I think that Winter is so terrified of children because she is destined to take over as "queen" one day and may be required to have children of her own, for weird culty reasons.
Finally, the hair! The Anderson siblings are rocking some cool hairdos, Kai blue and Winter white, and with the strong political themes I think it's safe to assume we will meet a character that will have red hair, completing their red white and blue hair coordination.
It makes the most sense to me to assume that character will be related to Kai and Winter and this whole thing will be a family affair (families are like little cults, right?).
I'm saying the red haired character will be their mother, the leader of the cult, most likely played by Frances Conroy.
