I sometimes look at survivor games and people tell others to not do a challenge. What does that mean and what happens if they do a challenge?

Say, if one tribe has 7 people, and one tribe has 9 people, only the LOWEST 7 submitted scores will count for the tribe that has 9 people.
So once 7 people on the 9-person tribe have done the challenge, nobody else should, because anything they do would either do nothing or lower their score.
Tribes should also plan ahead to try to make their best players the ones that do the challenge.
