Why Can't We Design Our Own Avatars?

Why do other people have to do it for us? Why can't we make our own designs and just put them on our avatars? It be so much better and alot more enjoyable that way. Pluss if you think so to. Think of all the newbies that would KILL just to look like gagaluv, or Diva1, or BbDamian.
