How do you get to onto the gift store and avatar store and ? mark store on shop?

wot about other shops like the avatar shop and ? mark shop. Why isnt the gift shop open. Is it because teenaged havent completed it yet or opened it etc.. or do u have to have a certain level??

There's only Color Shops open, other 2 to open later :)
