Wheel of Fortune

I've been wondering - on both day 2 and day 3 of my Casting game, the challenge was Wheel of Fortune. Both times, I've been given 210 seconds, and I got the notification that the time I received was determined by the total sum of the positive and negative votes I received.
But I don't think it's possible that I got exactly the same number of votes in both days. How is the number of the available seconds determined?
