While probably on the same "tier" of quality, PNG edges out Honduras due to Honduras' boring pre-merge. I felt that PNG had a little more consistency, and I am a sucker for oddball type seasons where a bunch of weird shit happens and the winner makes no sense, so PNG gets the edge.
