The Kopu Kopus returned because of the islanders enchantment. They installed sort of a "failsafe" which would give the Kopu Kopu holders the chance to be better people. If they could successfully overcome their sinful trait, they would then wield the power to fight back, rather than have the Kopu Kopu destroy them like Holt intended
