This riddle was complicated and in hindsight, there are many things I should have thought about. However, I am considering them when I reveal the winners. There were 90 participants.
     
From the base scenario, the number 8 could be derived. However, the clue revealed that there is no universal answer.

And THAT is why the answers are unique to you and not universal. ;)

Your own colour level was also NOT your safe key. XD
But 8 is the correct key for 2 groups of users. With this in mind, here are the solutions:
     
If you are a....
>TV Star: Your safe keys are: 7 & 8
>Blood level: Your safe keys are: 6 & 7
>Sky Blue level: Your safe keys are: 5 & 6
>Gold level: Your safe keys are: 4 & 5
>Silver level: Your safe keys are: 3 & 4
>Black level: Your safe keys are: 2 & 3
>Brown level: Your safe keys are: 1 & 2
>Red level: Your safe keys are: 15 & 1
>Purple level: : Your safe keys are: 14 & 15
>Blue level: Your safe keys are: 13 & 14
>Dark Green level: Your safe keys are: 12 & 13
>Light Green level: Your safe keys are: 11 & 12
>Orange level: Your safe keys are: 10 & 11
>Yellow level: Your safe keys are: 9 & 10
>White level: Your safe keys are: 8 & 9
     
So in hindsight, the secret number in the base scenario should NOT have been one of the key numbers.
     
Here's how I've decided to delegate points:
If you guess both keys correct: 10 entries in random.org (Spoilers, no one got this)
If you guess one key correct AND NO OTHER GUESS: 5 entries in random.org
If you guess one key correct BUT did guess again incorrectly: 4 entries in random.org
If you are a TV Star* who guessed 8 as their one guess: 3 entries
If you guessed your colour level AND/OR 8 AND NO OTHER GUESS: 1 entry
If you guessed your colour level with an incorrect guess as well: 0 entries
   
I did warn you that if you guess two, be sure. And everyone who guessed two before I said that were offered a second chance.
   
*There was one white level who guessed 8 but it was after he had already guess 2 incorrect keys, so I didn't count him. :(
