Because they weren't included in the TSC 381 mailer, I'll post the RULE REFORMS here.
THESE ARE THE CURRENT RULES AS OF TSC 381.
For a song to be eligible it must:
-Not have ever been on either the Top 40 US/Top 20 UK Singles Chart.
-Not be from an album that charted in the top 5 in the US or UK.
-Be 5:00 in length or shorter.
-Not be used by an artist used in TSC XX - XX (use the TSC Artists & Songs google doc link:

-Not have been used in a previous TSC.
-Have a YouTube video that is embed-enabled.
-Be a studio or professional live recording.
-Not be a cover version of a song.
-Not be a song that has been performed as part of the Eurovision Song Contest.
-Have been released as of 1 January, 2010.
WHAT CHANGED?
The option to incur point penalties for the following rule violations have been removed:
-Be 5:00 in length or shorter.
-Have been released as of 1 January, 2010.
Therefore,
1. You are no longer permitted to submit a song longer than five minutes in length.
2. You are no longer permitted to submit a song released before 1 January, 2010.
ADDITIONAL NOTES:
- You are not permitted to submit a CONFIRMED ARTIST for the 2020 Eurovision Song Contest between TSC 385 - 394. This rule is being enforced as of TSC 385 to avoid any Eurovision 2020 artists from becoming ineligible for the Eurovision themed contest, scheduled for TSC 395.
- You are not permitted to submit any Eurovision 2020 national final songs UNTIL A WINNER FOR THE NATIONAL FINAL HAS BEEN DETERMINED. For example, you are not permitted to submit a Melodifestivalen 2020 song until after the final takes place in early March. The same applies for every confirmed Eurovision national final.
