Allison Grodner shed some light on the confusing twist:
"They [the HOHs] are ultimately going head to head in this competition with Battle of the Block, where one is going to end up in power and one is going to end up not in power."
Looks like everyone was partially right - but it's not the nominees facing off. I feel that having the nominees facing off is better... they have way more to lose than the HOH does!
Yeah HOH's competing is ghetto. And I wonder if 1 HOH is voted by america.. i've read that multiple times. I hope not.. but then again I won't be shocked because how will 2 people win HOH in a quiz?
That'll just be awkward on live tv during a 5 way tie breaker or something.

Timster LOL literally I had the same thought... I hope it's not like that at all. I'm assuming the HOHs will be in different formats early on, or, like you said, there is a vote. (Ugh.)
Personally, I think "Team America" is the team that enters night 1 - and it consists of the top 8 vote-getters. It makes sense, because technically we're awarding them this advantage of spending an extra night strategizing without the other team. Then it makes sense that Team America's HOH is determined by us... bleh.
pss817 I read that about the poll that maybe the top 8 voters enter first, but wasn't the name of the poll something like "Who would you align with in the Big Brother house?" or something like that? That'd be a weird poll title for the first 8 to enter.. especially if they told them. I would think the poll would be "Who is your favorite cast member?" and then they tell them they were the top 8 fan favorites to enter first.
Timster Oops, definitely true. I guess that wouldn't make much sense then. I just wonder how they're doing this... Obviously they can't just choose the 8 that will enter first? That's actually a huge advantage... 24 hours of strategizing while the other team is (presumably) still sequestered.
pss817 I never thought of it as an advantage. I always assumed House A competes against each other and House B competes against each other meaning House A can only nominate House A ect. But you're right I guess because they can start getting comfortable and making alliances early. Regardless what group you're in that's an advantage.
I don't know how they'll split them up, but I personally thought/kinda like the idea of Men and Women going into the house seperately and competing against their own gender. That would be quite fun to watch. The girls would get catty quick.. and the guys would all douche it up.
That'll just be awkward on live tv during a 5 way tie breaker or something.
