Yeah but we're they supposed to assume that Victor would return again? They made their move and it's only backfiring because BB decided that 3 chances to return is a good idea.
mattiam they have the ability to count the days in the house and how many weeks in the game are left, and they've done it multiple times and if they were SMART, they would've put the pieces together to realize there's an extra week in the game for a twist.
ALSO, on top of that they all KNEW production had the round trip ticket twist where someone could have reentered the game, which is literally why the twist was planned, for someone TO return to the game.
They should've realized because it was productions plan for a second buyback that there would be another buyback because the roundtrip ticket did not happen
