Both tribes will go to tribal council every round during the pre-merge, but if your tribe wins immunity, nobody on your tribe will go home.
In fact, the person with the most votes won't just be safe for that round. That person will be safe for every round until the merge.
So, if you vote someone out, you don't just risk that they won't go home. You risk them staying for a while -- and it might be long enough to send you out the door next.

As the most inactive player from the Taino tribe, Jessie was voted out with 6 votes, including a self-vote. Bitt received the Safety Net for Lucayan.

After not voting in the first two tribal councils, Rowan was medically evacuated. Had he voted, Rowan would have received the Safety Net.
1️⃣4️⃣ Bitt/Bitt_Dabbed - Lucayan - Day 2 (MEDICALLY EVACUATED)
Despite receiving the Safety Net in the first tribal council, Bitt was medically evacuated after not voting in the first two tribal councils.

The Lucayan tribe was all over the place for this vote. The only players to receive multiple votes were Kevin and Matthew, but Matthew's self-vote put him over the edge and he was voted out.

As the least active member of the tribe, Cindy was voted out of Taino. Kevin received the Safety Net for Lucayan.

In a 2-2-1-1 vote proving the Lucayan tribe never talked strategy, Jorge and Robby were tied with two votes each. In the re-vote, Victoria surprisingly switched her vote from Robby to Jorge, which forced the rock draw that would eventually send her home.

After the tribes merged with 5 members each, the Lucayan tribe proved their incompetence once again by being unable to decide on one player to vote for. This frustrated Jorge, who flipped to the Taino alliance with Liv, Megan and Romeo. The four of them voted for Tyler and he became the first member of the jury.

With Jorge not allowed to vote after being exiled at the auction, Liv, Megan and Romeo looked to target Kevin and Robby. Robby played an idol, negating two votes against him, but it was Kevin who received a majority of the votes and became the second member of the jury.

With no idol to save him, the rest of the tribe turned on Robby as he was voted out.

At the Final 5, the alliance of Liv, Megan and Romeo stayed strong as they voted out Jorge.

After losing immunity, Jack was voted out by the Final 3 alliance.

Romeo won final immunity and opted to take Liv to the end, making Megan the final member of the jury.

While Kevin and Tyler felt hurt by Liv's gameplay, the rest of the jury felt Romeo was dragged to the end by Liv and Megan and ultimately crowned Liv as the winner.
This season is without a doubt the worst Cutthroat season ever.
13 self-votes, 7 players self-voting at least once, 4 medevacs.
The Safety Net twist definitely contributed to the high amount of medevacs because there were more opportunities to self-vote. However, if the cast was simply active, I think the twist could have worked. Perhaps it would work best in an All-Star season. However, it has yet to make another appearance since its original season.
Very little strategy. The only real alliance of the game (Liv, Megan, Romeo) dominated because they were the only strategic force in the game. Players like Jack, Jorge and Robby were also strategic but had nobody really to play with.
Liv played well, but she played against a mostly inactive cast. It was also revealed in July 2020 that she was a multi of her ally Megan, further tainting and invalidating her win.
