Randomize are second accounts allowed as long as we do not cheat in same games?

On .es you were allowed to have multiple accounts in non cheating circumstances. I was curious because in his blog he describes it like he will not strictly enforce but I have provided methods to discourage and prevent cheating. What if I want to play fast games on another account and I do not want to in my main account?
