The power of veto competition was OTEV style, meaning one houseguest was eliminated each round.

Joel was supposed to be helping Tim and Cass so that they could be the final three and then throw it to Joel safely. In order to do this, Joel was also helping, and therefore getting help from Phil so that Joel himself could ensure he stayed in the competition. Unfortunately Cass got eliminated and the final three was Tim, Joel, and Phil.

Tim then assumed Joel would ditch Phil and start helping him so they could be the final two and Tim could let Joel win so he could pull Cass off and they could evict the douche bros. Joel, however, continued to help Phil and ignore Tim.

This is where it gets interesting. Joel's intentions,  I believe, were still to take Cass off, he just wasn't thinking about what he was doing. He had said to himself that he had to win and use it. But helping Phil and not Tim was not smart, and it made Tim believe that Joel was working against him.

Tim then went crazy, started yelling, and decided to win it for himself, which is what he did.

Now he is debating between using it on himself or Cass, and it seems like he is leaning towards saving himself. Tim and Cass will then try to portray Cass as the Sabrina of the season,  someone who should be dragged to the end and cannot win. They will try to get Joel evicted. Meanwhile, Joel has no idea that they think he has flipped, and is still going to try to get the brothers on the block and evict them.

What's probably going to happen is Tim will save himself,  Joel will go up, and Cass will go out, but hopefully they can save her...
