and I can’t make a lot of sense from it, but my mom is saying that someone apparently tried to file a tax return under my name. The letter is asking me to verify my identity and the tax return within the next 30 days… but I have no idea what I’m supposed to do. I’ve never filed a tax return in my life, I have no clue how they even work.

oh it might be fake! nanonerd but you could look up the irs number (NOT THE NUMBER ON THE LETTER) and ask them or go to your accountant and see what they say
I would do some research to double check this, but I believe the IRS does not do this. To know if someone filed a tax return in your name you would only find out by filing yourself and seeing that it was rejected. If the IRS receives 2 returns with the same social security number, they would reject the second one filed and you would be notified. Since you're saying you've never filed a tax return, the letter you received could very well be a scam.
