To start of my argument, you'll notice that one of Clifford's biggest tenets is "Sharing is Caring."
Additionally is the color of his fur. Since no real life canine has that shade of firetruck red, the color is a rather oddly specific choice by the creators... unless they are implying towards emphasizing a political statement.
At the time of the Soviet Union, it was the largest country by area. This superlative in size aligns with Clifford's unusual largeness.
For those familiar with the books and show, there is a character named Mr. Bleakman . He's an old, retired man who might possibly have been a veteran (either Vietnam or Korea, or even WW2). Being Clifford's neighbor, he internally despises that mutt, though not simply because of the commotion a 30 ft dog entails. It's obvious that Bleakman embodies the Baby Boomer, and his sentiments towards Clifford are reminiscent of the Cold War paranoia.
