I know some wanted the Dread Doctors/Theo or the Nogitsune as #1 and while they're all worthy of the #1 spot Peter Hale terrorized Scott and his friends since season 1 and has managed to stay relevant as a scary guy and someone you don't want to trust. I know he wasn't been in this season or the last (correct me if I'm wrong) but throughout the first few seasons of Teen Wolf he still made himself the best Teen Wolf villain ever
