If a person 'Tells' me that they do not feel anything kissing me
but then we hook up and I say 'you sure?' and they just start crying and eating themselves up
does that mean they were lying and are just running from their feelings?

It is possible they were lying and are running from it, but it's also possible they do know they don't feel anything and are crying because they feel guilty for perhaps using for for hooking up, as they want to, but may not feel anything.
It's hard to tell without properly communicating but it seems you are trying to do that. Some people just are really bad at talking about what they want/their needs :/
